Bill is the founder of STAR Group. His broad base of expertise in meeting design and facilitation, search conference management, strategic planning, leadership, management team performance, marketing and organizational development make him a prominent force in the transformation efforts of industries and government. In addition, Bill’s previous roles as Senior Consultant, Vice President of Operations and Manufacturing, and Manager of Business and Economic Development for a large electric and gas utility company as well as their Manager of Human Resources, complement and reinforce his abilities to assist clients in their quest to solve problems, improve performance and capitalize on opportunities. Bill holds a Bachelor of Business Administration, Organizational Development and Finance degree from the University of New Mexico, studied Strategic Planning and Meeting Facilitation from the Institute of Cultural Affairs, and graduate studies in Human Resource Management at the University of Michigan. Bill is certified by the Fred Emery Institute of the University of Australia to design and manage Search Conferences.

Christopher G. Kenny, J.D., President

Chris is an expert consultant in strategic planning and public involvement process design. He is certified to design and facilitate using both the Search Conference and the Future Search planning methods and has implemented successful public involvement processes for utilities, municipalities, for-profit and non-profit organizations throughout the United States. Chris has been an invited speaker and host for several international conferences on public participation for utility infrastructure siting.

Prior to joining STAR Group, Chris served in executive positions for several privately held companies. Chris received his bachelor’s degree in Economics from Georgetown University (cum laude) and holds a law degree from The Georgetown University Law Center. He is licensed to practice law in Illinois, Missouri and New Mexico. Chris lives with his wife and two children in Albuquerque, New Mexico.

Toni Martorelli, Vice President, Government Relations

Toni has long been involved in community engagement and building diverse partnerships to meet community needs. She has served as the Chief of Staff to the Senate Pro Tempore, Richard Romero, of the New Mexico State Senate. Toni served as the Director of the City of Albuquerque’s Department of Family and Community Services and later as its Director of Cultural Services. As the Director of the New Mexico Governor’s Office of Children and Youth during Toney Anaya’s administration, she designed, implemented, and directed a new office to coordinate state services for children and youth and advised the Governor on social service issues.  She also administered the Governor’s Office of Volunteer Services.

Toni holds a Bachelor of Arts degree from Montclair State University, a Master of Arts degree from the University of New Mexico. She is a certified Education Administrator.  She attended Harvard’s JFK School of Government’s (KSG) Program for Senior Executives in State and Local Government and served on their Alumni Association Board of Directors. She is certified by the Fred Emery Institute of the University of Australia to design and manage Search Conferences.

Michael Passi, Ph.D, Senior Consultant

For nearly 20 years, Mr. Passi was employed by the City of Albuquerque’s Department of Family and Community Services with responsibility for management of the City’s community development, housing, redevelopment, and social services programs.  He was directly responsible for the preparation of three HUD consolidated plans—for program years 1995-97, 1998-2002, and 2003-2008.  The 1995 and 1998 plans were both recognized by HUD with John Gunther Blue Ribbon Award for Best Practices.  The 1995 Consolidated Plan, moreover, was the first Consolidated Plan produced by a U.S. City and approved by HUD.  He was also responsible for preparation of one-year Action Plans from 1994-2005. 

Mr. Passi has a Ph.D. from the University of Minnesota in social and urban history.

Denise A. Alston, Ph.D., Senior Consultant

Denise is a Senior Policy Analyst for the National Education Association in Washington, D.C., where she consults with state and local teachers associations on school improvement, strategic planning and whole systems change, as well as family-school-community partnerships.  Denise has also worked extensively with national, state and local governments in the areas of policy development and strategic planning.  Denise received her undergraduate degree in Psychology (with honors) from California State University, and her Ph.D. in Psychology from the University of California at Santa Cruz.

Terry McDermott, Senior Consultant

Terry McDermott brings a wealth of community relations, communications and government relations experience to the STAR Group Team. Terry has more than 28 years experience in communications including television, radio and print media. In the corporate arena Terry spent more than ten years with Intel Corporation where he was responsible for internal and external communication. He also served as Intel government relations manager where he lobbied the N.M. State Legislature, the U.S. Congress as well as municipal and county governments.

Maria M. Wolfe, Consultant

Maria is a facilitation and training professional for STAR Group. Maria’s versatile background as Client Services Manager, Constituent Services Representative, Project Manager, Executive Assistant, and Marketing Assistant, enhances her effectiveness in meeting planning and facilitation services, training design and delivery services, and process mapping and project management. Maria holds a Bachelor of Arts degree from The University of New Mexico and completed Total Quality Management (TQM) and Team Training from Santa Fe Community College.

Kristine E. Johnson, Senior Consultant

Kris is an expert facilitator and trainer focusing primarily in the areas of design and facilitation of search conferences, group sessions, strategic and operational planning, design and implementation of change management programs, and one-on-one executive coaching. Kris is uniquely talented at identifying key issues that effect productivity, change management and the use of the Myer Briggs Type Indicator. She is a certified facilitator and a certified master trainer. Kris holds a Bachelor of Business Administration degree from The University of Albuquerque; her corporate experience spans twenty-three years with a large electric and gas utility company.

Katie has been Senior Project Engineer for Emerson Electronics and Space Division, and collaborated with the U.S. Navy in a variety of consulting roles. She holds a Bachelor of Science in Electrical Engineering degree from The University of Missouri-Columbia.

Mike is an experienced and versatile consultant with STAR Group. Mike maintains a solid foundation in human resource management, training technologies, educational and vocational development and administration. His recent work history consists of Administrator and Human Resource Consultant. Mike has a broad scope of experience and has authored and published materials in Human Resources. He maintains leadership positions as a community planner, fundraiser, legislative advocate, and college-level educator. Mike holds a Doctorate of Education with emphasis on Human Resource Management from the University of New Mexico, and a Master’s degree in Public Administration from Bernard Baruch College.
